Consider joining SFO as the primary compliance lead to oversee and manage the following functions: environmental compliance & reporting; zero waste initiatives and the airport’s solid waste hauling contract; transportation and greenhouse gas emissions reduction projects and inventories; green building and construction & demolition debris management; and environmental policies development and rulemaking.  SFO is searching for its next Zero Emissions, Waste and Compliance Lead; and YOU could be part of the driving force behind SFO achieving zero waste and net zero carbon emissions. 

This position is responsible for overseeing various regulatory compliance obligations for the airport including, but not limited to, the Title V Operating Permit authorized by the Environmental Protection Agency under the Clean Air Act (including, but not limited to managing GIS databases and asset tracking for all stationary gensets and supporting construction project teams with securing related Air District Permits) and Greenhouse Gas Accounting under the Airport Carbon Accreditation Program; managing the Airport’s continued and numerous air, water, stormwater, greenhouse gas, waste and hazardous waste compliance requirements, as well as varied reporting deadlines, related interagency relationships, and targeted assets; developing and managing the Airport's portfolio of work to meet its regulatory obligations that maintain SFO’s current zero waste programs and policies. This position is tasked with both preparing the Airport for and ensuring it tracks and responds to current and burgeoning federal, state and local environmental policies and regulations. The position will lead and coordinate staff responsible for measuring, monitoring and reporting energy, water, materials, and emissions-related requirements for all relevant agencies. The role tracks industry developments on circularity, embodied carbon, and zero waste and develops, pilots and executes programs that extend, amplify SFO and its tenants’ leadership in this space.

The position reports to the Airport’s Director of Sustainability, and supervises staff assignments by planning, directing, and assigning reporting activities to achieve the Airport’s Sustainability & Environmental Compliance requirements, advances SFO and its tenants ambitions to achieve zero waste and net zero carbon, and reviews regulations and prepares comment letters on those that are pending. To that end, SFO’s Zero Emissions, Waste and Compliance Lead will understand the complexities of air quality, hazardous materials, pesticide use, water quality, greenhouse gas emissions etc. accounting and reporting techniques and will partner with Government Affairs to develop and maintain agency contacts on these subjects.

In addition, this position will also be responsible for preparing an annual Airport-wide Environmental Compliance Report; tracking progress on SFO’s Zero Waste Plan; ensuring tenant compliance on SFO’s Zero Waste Concessions Program, Tenant Sustainability Guide, Green Business Program, Green Cleaning Program, Green Purchasing Policy, and related policies/programs; Coordinating SFO Unites Against Hunger Food Donation Program, overseeing, maintaining, and coordinating upgrades to the Airport’s Environmental Management System (EMS); preparing and submitting annual greenhouse gas emissions inventories; supporting ITT in the data acquisition and development of compliance-related performance dashboards for waste and emissions; and preparing environmental- focused legislative and regulatory briefings upon request.

This position will be responsible for overseeing and administering the following functions:
• Environmental Compliance & Reporting
• Project-Related Environmental Compliance Support
• Stakeholder Engagement & Communications
• Environmental Policy Development

Furthermore, this position is also be responsible for overseeing SFO's Solid Waste Management Contract and delivering SFO's Zero Waste Goals including but not limited to: overseeing its waste management contract and services; coordinating annual waste characterization studies; leading SFO's Zero Waste Concessions Program including outreach and compliance audits; tracking waste diversion metrics; leading SFO Unites Against Hunger food donation program; conducting zero waste trainings; tracking and reporting solid waste compliance requirements to relevant agencies; coordinating all zero waste programs and pilot projects; participating in local, regional, and state working groups; and collecting, reporting and best management practice sharing with other airports, large campuses, nonprofits, and all relevant agencies.

Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Compensation: $121,056.00-$147,160.00 Yearly
