We’re thrilled to share that two UC Berkeley Civil & Environmental Engineering Ph.D. students and one City & Regional Planning Ph.D. student have been selected for the prestigious 2025 Eno Leadership Development Conference (LDC):

  • Michael Montilla, Ph.D. Student, City & Regional Planning

“I am thrilled that we are sending three students to the Eno Leadership Development Conference," said ITS Berkeley Director Daniel A. Rodriguez, also a graduate of the program. “We have a strong history of sending outstanding students to this prestigious conference and look forward to seeing how they put the skills learned into their studies and future careers.”

About the Program:

The Future Leaders Development Conference, a flagship initiative of the Eno Center for Transportation, provides top graduate transportation students from across the U.S. with an immersive experience in national transportation policy. Participants gain insider perspectives, build professional networks, and cultivate adaptive leadership through candid discussions with transportation experts and policymakers in Washington, D.C.

From June 8 to 12, Zhe, Linda, and Michael will join peers and national leaders for a transformative week in the nation’s capital.


Meet the Fellows:

Zhe Fu
Advisor: CEE Professor Alexandre Bayen
Zhe’s research applies machine learning and autonomous vehicle technologies to improve traffic mobility and reduce energy use.

“I’m truly excited for the opportunity to engage with transportation leaders and gain a deeper understanding of how policy is developed and implemented,” says Zhe. “Special thanks to my advisor, Professor Bayen, and to ITS Berkeley for their support.”

Linda Lim
Advisor: CEE Professor Scott Moura
Linda’s work focuses on critical challenges at the intersection of mass transportation and autonomous vehicle safety.

“I'm really looking forward to this firsthand look into how USDOT and Congress enact transportation policies,” says Linda. “Thanks to Professor Moura for his continued support!”

Michael Montilla
Advisor: Daniel Chatman
Michael studies how electric vehicles (EVs) and emerging technologies are transforming cities, planning practices, and transportation systems.

“This is an exciting opportunity to meet and learn from experts guiding transportation policy in a rapidly evolving field,” says Michael. “Thank you to Professor Chatman for his guidance!”
