Larry L. Russell Ph.D., P.E.

Larry L. Russell received his Ph.D. (1976) degree, M.S. (1971) degree, and B.S. (1970) degree in Civil Engineering (with a graduate emphasis in Sanitary Engineering) from the University of California, Berkeley.  He also received an A.S. (1967) degree in Civil Engineering from Long Beach City College.  Since 1985, he has been Technical Director and President of REED International Ltd.  Concurrently, since 1993, he has been the Technical Director and Sr. Vice President of System Operation Services Inc. (SOS).  

Dr. Russell has enjoyed an outstanding career providing environmental engineering consultation to numerous Fortune 500 companies in the food and semiconductor industries at facilities located throughout the world. For these clients, he has designed or consulted on more than 100 water or wastewater treatment plants. He has also patented several innovative technologies and processes related to water treatment systems that are today used at dozens of municipal and industrial facilities. These include a method for controlling scale buildup and providing in situ cathodic protection of pipes and vessels, a method for controlling lead levels in domestic water supply systems, and a method for on-site water recycling. In addition to his experience with water and wastewater treatment plants, Dr. Russell has directed the evaluation and/or design of more than 100 significant contaminated groundwater site cleanups.

Dr. Russell received the Silver Cover Award for service to the Water Environment Federation Industrial Waste/Pollution Prevention Program. He has served as an elected member of the Board of the Marin Municipal Water District (MMWD) in Marin, CA since 2004, and has twice been elected to be the Board President. His leadership at MMWD has resulted in substantial improvements to long-term water management and enhanced wastewater recycling in Marin County. He is a registered civil engineer, chemical engineer, and corrosion engineer in California.

Dr. Russell has served Berkeley College of Engineering (COE) Deans David Hodges, Richard Newton, and Shankar Sastry to raise funds for the campus and the COE Annual Fund. He has been a friend to, and worked closely with, the CEE Department since his graduation. Through the location of his companies in Berkeley, he has provided hands on engagement with the City of Berkeley, its high school students, and the Berkeley community in general.
