Carl Holmes B.S., P.E.

Carl Holmes received his B.S. in Civil Engineering from the University of California, Berkeley, in 1995, followed by an M.S. in Transportation and Engineering Management from the California Maritime Academy in 2016. With nearly 30 years of experience in the transportation industry, Mr. Holmes has advanced to prominent leadership roles. In 2022, he joined the San Francisco County Transportation Authority (SFCTA) as Deputy Director for Capital Projects, where he oversees major infrastructure projects, including the award-winning I-80 Bay Bridge/Southgate Interchange. Before joining SFCTA, Mr. Holmes was the Assistant General Manager for Design and Construction at BART, managing the Trans Bay Tube Retrofit Project and the BART Headquarters Project.
Mr. Holmes is widely recognized for his leadership in managing high-profile infrastructure projects, including the I-80 Bay Bridge/Southgate Interchange Project, named Project of the Year by the California Transportation Foundation in 2024, and the BART Headquarters Project, which earned multiple awards. He has also been an active member of the Construction Management Association of America (CMAA) and has served on the Board of Directors for the Northern California Chapter Owners’
Committee.
Mr. Holmes actively supports the Black Engineering and Science Alumni Club (BESAC) at UC Berkeley, mentoring and advising current and incoming students. He also serves as a part-time faculty member at the California Maritime Academy and president of its alumni association.
Mr. Holmes has been a committed supporter of Berkeley CEE, offering mentorship, advice, and collaboration with faculty. His support for the department, mainly through engagement with students and faculty, has had a lasting impact on the community.
